If one person hanging at the end of the beam lets go, does the person on the other end have to let go too? Or would it be stable enough for the second person to continue swinging?

I'm guessing it is set up to eject the second person so you both have to hold on as long as possible.

It looks like there's a quick-release shackle on top of the beam that releases both at once.

It looks to me like it is set to disconnect after a certain number of turns, so they get ejected before they run out of rope.

I wanted to see how they anchored the thing in the river, but they started the video with the basic structure already standing. (It also makes me curious about the French regulatory process for installing a mid-channel structure like that, were they to want to have permits.)
It looks like fun, but it's just a matter of time before someone decides to hook up a tractor instead of the cows and see how fast that thing can go.

It looks like there's a quick-release shackle on top of the beam that releases both at once.
You can catch glimpses of the release arrangement from about 0:35 through 0:38 and 0:48 through 0:51.
There's a rope running in rings along the top of the beam with something similar to this snap shackle on each end, rigged so that if either shackle gets pulled outward more than some smallish distance its pin gets pulled and releases its associated handle rope. The pin pulling cords are the short yellow pieces visible from 0:48 through 0:51.
Also looks like they had to balance the weight of the participants.
Any severe imbalance, including that caused by a rider suddenly letting go of their handle, would release the handle rope on the heavier side before the structure could take damage. It should be possible to accommodate a certain degree of difference in rider masses by adjusting the lengths of the handle ropes; giving the lighter rider a longer rope would tend to equalize the centrifugal forces.

Google Translate confirms that one release triggers the other release. They said it was a game to see who could hang on the longest, but no one could hang on past "30/35 km / h!"
